About Caesar Cipher
Caesar Cipher is used to encode and decode text using the Caesar cipher, which shifts each letter in the alphabet by a fixed number of positions. It shifts each alphabetic character by the specified rotation (ROT13 uses a shift of 13) while leaving numbers and symbols unchanged. ROT13 is a special case of the Caesar cipher with a shift of 13 — it is self-reversing, so applying it twice returns the original text.
